Helen Foley brings a wealth of knowledge and experience to Foley Public Affairs. A fourth generation Nevadan and former elected official, she has been active in politics since birth. A staff member for the U.S. Senate Rules Committee, and Assistant Director of the City of Las Vegas Redevelopment Agency, Ms. Foley held the record for being the youngest woman ever elected to serve in the Nevada State Senate where she served from 1982 - 1986. She previously was elected to the Nevada Assembly for a two-year term.

For the past 22 years, Ms. Foley was a partner at Faiss Foley Warren, an all-female owned Public Relations and Public Affairs Firm. In July 2021, she created Foley Public Affairs and concentrates her efforts on public affairs where she personally manages major accounts and legislative initiatives for the firm's clients.

She directs Nevada legislative and public affairs activities for T-Mobile USA, First Med Health and Wellness Center, a federally qualified health center, Delta Dental Insurance Company and she serves the Regional Transportation Commission of Southern Nevada as the project manager, facilitator, and advisor to the Transportation Resource Advisory Committee, or TRAC. She also represents the Cultural Alliance of Nevada, the Nevada Heart Association, and Lance Gilman and his northern Nevada development projects.

Past clients include the Southern Nevada Water Authority, Pardee Homes of Nevada, the Nevada Assisted Living Association, the Nevada Nurses Association and TriNet. Non-profit clients included the Nevada Arts Alliance, the Junior League of Las Vegas, the Nevada Community Foundation, the Boys and Girls Clubs Alliance of Nevada as well as the Caliente Train Depot Renovation Project.

Her lobbying colleagues bestowed upon her the coveted Lobbyist Hall of Fame Award in 2017 for her exemplary service in the halls of the Nevada Legislature.

In 2019 Helen was honored to receive the Lifetime Achievement Award from the Junior League of Las Vegas. She has also received the Hometown Hero Award from the Boys and Girls Clubs, the Most Influential Businesswomen Award as well as the Rape Crisis Center Demin Day Award for her service.

A Bishop Gorman High School and UNLV graduate, Helen is also a busy mom of two teenagers.

Kristine Absher

Kristine Absher has more than 20 years of public policy and government affairs experience throughout Nevada. She is an experienced adviser with a background in federal, state, and local agencies and has special expertise conveying sensitive and complex technical information to diverse audiences. Ms. Absher is a key member of the Foley Public Affairs team. She conducts research and analysis on legislative issues, monitors legislation and committee hearings, develops, and prepares briefings, reports, and legislative testimony to communicate client policy priorities.

Ms. Absher's background includes strategic partnerships and coalition building as well as public education for major public works projects, transportation, community planning projects and stakeholder outreach. Her experience with Nevada agencies and organizations includes a wide range of projects requiring comprehensive and proactive public and government affairs.

She is responsible for managing and implementing the Regional Transportation Commission's Transportation Resource Advisory Committee, or TRAC where she focuses on committee management and coordination, meeting planning and implementation, agenda research and development, talking points and run-of show scripts, Nevada Open Meeting Law requirements, presentation development, and public engagement.

She managed logistics for Infrastructure Technology Day during 2017 and 2019 and coordinated with the Senate and Assembly for the Joint Hearing of the Growth & Infrastructure Committees. Ms. Absher developed the presentation and collateral materials for the event that was held to educate state legislators and explore the latest advancements in transportation technology and infrastructure.

Prior to joining Foley Public Affairs, Ms. Absher was a member of the Faiss Foley Warren government affairs team from 2015-2020. She was previously Public Information and Outreach Program Manager for Atkins North America, a respected international design, project management and engineering firm, Deputy Chief of Staff/Director of Communications for the Nevada Office of the Lieutenant Governor, Public Affairs Program Manager for the U.S. Forest Service and was on the staff of a southern Nevada congressman. Ms. Absher serves on the Dignity Health Patient and Family Advisory Council providing a voice for patients and families to improve patient-focused care.
